Asessing International Administration for MNT (One)

Several futurists and CRN had been advocating a single-international administration for Molecular Nanotechnology Development. Some see it pessimistically suggesting that it is not likely to happen but some others see it with optimism.
I happen to agree with the latter, but then the question is now, HOW?
Few things needs to be asessed:
First, incentive for early developers (companies, governmental R&D agencies, states)
Second, representation of NGO and under-developed states (well, this is a classical problem)
Third, tech transfer
Fourth, dispute settlement body
Fifth, incentive for investors
Sixth, Non Proliferation effort
Seventh, control towards self-replication
